Is it against the server rules for a person to camp the opposing teams uncappable (red circle) spawn point with a turret?

I've noticed this happening a couple of times.

one of the server rules:
-No Base Raping uncappable bases (Red Circles)

this means you may not camp and kill at the uncappable base of the opposing team, this includes placing mines / turrets / etc
